Jimmy Horne is the Uncrewed Surface Vehicles (USV) Project Manager for the joint Coast Survey-Fisheries Tandem project and a retired Navy Commander, assigned to the Center as a civilian NOAA Affiliate from Lynker. CDR Horne specialized in physical oceanography and hydrographic surveying. He served on several Navy combatants and major overseas staffs, to include; Fleet Oceanographer for U.S. Naval Forces Europe/U.S. Naval Forces Africa - Italy, the Director of Operations for Strike Group Oceanography Team West – San Diego, and the Geospatial Intelligence Chief of HQ U.S. European Command – Germany. Before coming to the JHC, he was the Director of Research & Engineering for the Army’s Cold Regions Research & Engineering Laboratory, directing over 170 scientist, engineers, and staff addressing the Department of Defense’s “Cold” activities. He has a B.S. in Mathematics from Louisiana State University A&M, an M.S. in Physical Oceanography and Meteorology from Navy Postgraduate School Monterey, CA, and an M.S. in Hydrographic Science from the University of Southern Mississippi, as well as an International Hydrographic Organization Category A Certificate and Military Hydrographer qualification.
